Abstract:

Funding Medicaid is currently a substantial and growing portion of many state budgets. Quality of care
is another issue, and Medicaid is reputedly a low quality provider in care and accessibility. Reforms are
necessary but the options appear limited. Florida is demonstrating that improvements and efficiencies
can be obtained through market-based reforms. Since 2005, Florida incrementally moved toward
managed competition and realized cost and utilization efficiencies. For the initial 3-year period, the data
indicate that Florida’s Medicaid reform initiatives are effective. A compelling question of whether such
reforms can be expanded and even adopted by other states merits consideration.
