Abstract:
Amid the start of the twenty first century, the world has been confronted with a new set of challenges that
have greater impact on global development. Since 1990, annual Human Development Reports (HDR)
have explored world challenges including poverty, gender, democracy, human rights, cultural liberty,
globalization, water scarcity, climate change, and human mobility and development. In the recent HRD
literature, many authors have argued that HRD has been unable to face the emerging challenges of the
world. This paper reviewed HRD literature to critically discuss about the capability of HRD and its
potentials to address the new development challenges.
